Atty. Francis N. Tolentino, the Secretary of Political Affairs and the Political Adviser of President Rodrigo Roa Duterte, is the former Mayor of Tagaytay City from 1995-2004, for three consecutive terms; he is also the former Metropolitan Manila Development Authority (MMDA) Chairman (2010-2015), whose task was to supervise and coordinate metrowide services of Metro Manila without prejudice to the autonomy of the affected 17 local government units. Prior to this, he was elected as the President of League of Cities of the Philippines (2001-2004), and as the EVP of the Union of Local Authorities of the Philippines (2001-2004).
The Political Adviser obtained his Bachelor’s degrees in Philosophy and Law from the Ateneo de Manila University in 1980 and the Ateneo Law School in 1984, respectively. He holds a Graduate Diploma in Public Administration from the Robert F. Wagner Graduate School of Public Service in the New York University, USA; a Master of Laws degree from the University of London, specializing in Public International Law (with Merit and 2nd Honors); passed both the Philippine Bar and New York State Bar Exams, and pursued his doctorate studies in law at the Tulane University in New Orleans, Louisiana, USA. In addition, he also studied at the Military College of South Carolina, USA (Citadel), and the National Defense College of the Philippines where he ranked #6 out of 55 graduates.
He is currently the designated Overall Mayon Volcano Crisis Manager, where he is leading the construction and development of brand-new evacuation centers and is constantly monitoring the everyday ground situation in Albay. He recently confirmed his rank as Brigadier General in the Philippine Army Reserve Force.
